I have kept two torts in a spacious garden outside of the city for many years. I may need to relocate them to my garden in Hackney but I am very concerned about being able to protect them from harm, especially foxes.  Foxes come into the garden during the day and night, and it would be very difficult to completely prevent this. 

Any help and advice would be greatly appreciated.

In 40+ years I have never had a problem with foxes which occasionally come into our garden. However there are a few reports in the literature of attacks on tortoises, so to be completely safe a strong wire cage, or high fence would be needed.
