I have my torty in a tortoise table with a brand new uv light and a pro rep spot lamp at 60w is this correct? The shop tried to sell me something that controls it's temp for 55 pound and said if I don't buy it this risks my tortys life. Please help I don't know what to do

No, you don't need a thermostat at all. If your tortoise gets too warm it will move:-)
It would have been £55 wasted.
Merely adjust the height of the light so the basking area is around 30 deg f.
Just one thing, when you set up the lamp and the UVB light, may I suggest you put them next to each other. A tortoise will absorb the vitamin D3 from the UVB light much more efficiently when it is warm/under the basking light.
