I am building a tortoise table including different terrains, uvb bulb at one end at 18cm from the substrate.

But what height should the basking bulb be from the rock I've planned to put under it?

It depends what temp you want. Place a thermo at tort level & move the heater up or down accordingly.

There is a better way to achieve your goal.
