Is it safe to use artificial plants in an indoor tortoise table for decoration???

It is safe, as far as I know, but make sure they aren't directly under the basking lamp (fire hazard).

I use some as shelter for my little Redfoots. they seem to like hiding under them.

Yeah I use them too. 

Just make sure that if you use the trailing ones they are not any where near the edges as tortoises soon learn to use them as a rope ladder for escape purposes
