My tortoise will not come out of his shell and is making funny noises and it bubbling through his nose and mouth, please let me know what I can do to help him.

This sounds very much like RNS, an upper tract respiratory infection, which will require veterinary treatment with antibiotics, usually in the form of Batryl. If left untreated it can be extremely dangerous and can get into the lungs. Treatment as soon as possible is recommended.
