Hi Jack,  you dont need to breed the torts if you dont want to.  But if you do, then they become sexually mature after about 6 years, although this can depend on the tortoise, as younger torts who are naturally large in size could breed.  I'm afraid there isn't an exact age but its mainly the age and size of the torts, and of course if they are compatible.
