Hi

What breed of tortoise do you have? The torts that eat grass are Sulcata's (African Spur Thighs) or leopard Torts, if you have a hermans, spurthigh or Horsfield, they need to be feed on fresh weeds. Hay used as bedding can get damp and create spores that can have an affect on the torts respiratory system. I use strips of newspaper in their beds, they seem to like to bury themselves underneath it, and it can't harm them but keeping into their keeps or seeds getting up their nares. Depending on where they are and how they are kept, then deep substrate is good where they can bed themselves in.
Hope this helps
Jane

Hi
Sorry last part was abit goobledygookClick and drag me down to the editor I was trying to say that with paper you do not have the risk of grass seeds from the hay going up into the nares.
